http://thomas.loc.gov/cgi-bin/query/z?c111:H.R.5741:

Looks like Cousin Charlie is at it again.  He submitted similar bills in 2003, 2004, and 2007, but this time there's a Democrat majority in both houses.  Be afraid, very afraid!

A way to get attention away from his (un)ethics investigation, altho' it is a repetition of his past failures. BYW, did this breathing biped humanoid ever serve in the armed forces himself?

I would think if the dems passed this, it would guarantee they would be voted out of office.

Mr. Rangel did in fact serve in the military and was awarded the Purple Heart and the Bronze Star for service in Korea. I lost relatives in that one, so I know it was not easy there. I appreciate his service at that time for our country.  Having said that I can't say much for his service since 1971. He seems to have become more corrupt with the years.  He was preceded in his office by Adam Clayton Powell who was actually kicked out of the House, but re-elected. Apple did not fall far from the tree, politically. I hope that his present difficulties help replace him with someone with a bit more integrity.

Ironically, the person running against him is Adam Clayton Powell Jr.  Dead serious, no joking.
